I also saw a man like him here in Germany on the street for a few weeks. It was extreme scary, when I walked to look at him closely I constantly repeated “Auzubillahi min al shaytan alrajim”. Sombeody said, that there is a metal platform under the carpert and a stick under is arm clothes, so maybe it’s also just a trick. The stick is connected to the metal platform under the carpet.
